Most country guides for outsourcing stop at the Philippines, India and Latin America. Sri Lanka rarely makes the list, which is part of why it is worth a look, and part of why buyers know little about it. Here are the facts an employer needs, including the one that rules it out for some roles.

Sri Lanka at a Glance

Sri Lanka is a smaller but established outsourcing market: its IT and business-process industry employs about 175,000 people across more than 680 companies, according to the industry body SLASSCOM. It runs on UTC+5:30 with no daylight saving, which puts it 9.5 hours ahead of US Eastern time in summer and 10.5 in winter. That time gap is the main tradeoff: it works for roles with a few hours of daily overlap and async work, and does not suit roles that need live coverage across the whole US business day. Employers hiring directly pay statutory EPF and ETF contributions, and Sri Lanka's data protection law has been partly in force since March 2025. Oceans Talent, which opened its Colombo headquarters in August 2026, is one of the firms placing Sri Lanka-based professionals with US companies at scale.

The Time-Zone Tradeoff, Stated Plainly

For some buyers the time zone is the deciding factor, and it should be. A Sri Lanka-based hire working a standard local day finishes before most of the US starts. To get real-time overlap, someone shifts: the hire works into their evening, the US side starts early, or both.

Where it works: executive assistance, finance operations, marketing operations and research, where a few hours of daily live overlap plus overnight async progress is an advantage. Where it does not: live phone coverage, real-time sales or customer support across all US hours, and any role where the job is being available on demand from 9 to 5 Eastern. No remote arrangement handles those well unless the person works US hours end to end, so plan those roles separately. The Talent Market

According to SLASSCOM, IT and business-process services are Sri Lanka's third-largest export sector, at an estimated $2 billion in 2025 and 45% of the country's services exports (Daily FT, July 15, 2026). The official Export Development Board figure is lower, $1.645 billion, and industry leaders have argued that some earnings are booked abroad by firms that relocated after the 2022 economic crisis (Outsource Accelerator).

Two honest caveats. First, English: on the EF English Proficiency Index, Sri Lanka sits mid-table, at #73 with a score just under the world average. The national average tells you little about a well-screened candidate, but it does tell you that selection matters more here than in a market with a higher median. Second, emigration: skilled professionals have been leaving in large numbers since the crisis. Oceans Talent's own team has cited almost 300,000 Sri Lankans a year leaving for foreign employment between 2022 and 2024 (Echelon). For employers, that cuts both ways: strong people are available, and remote roles paid in foreign currency are one of the few reasons for them to stay.

Employment Rules for Direct Hires

If you employ someone in Sri Lanka directly or through an employer of record, budget for these on top of salary:

  1. EPF (Employees' Provident Fund): 12% of earnings from the employer and 8% deducted from the employee.

  2. ETF (Employees' Trust Fund): 3% from the employer.

  3. Gratuity: half a month's salary for each year of service once an employee completes five years, at employers with 15 or more workers.

  4. Minimum wage: Rs 30,000 a month nationally from January 2026, a floor that professional roles exceed by a wide margin.

  5. Data protection: the Personal Data Protection Act applies to personal data processed in Sri Lanka; its core provisions took effect on March 18, 2025. Put data-handling terms in the contract.

Paying an individual as an independent contractor avoids payroll contributions but carries misclassification risk if the person works like an employee: fixed hours, one client, your tools and supervision.
